Adword Tool Local Search?

It just dawned on me that I really have no idea if the actual location set by web browser (or smartphone or iPad) contributes to the query totals by that location in the adword tool data. What I mean is this:

If I look at "Omaha Dentists" as an exact match I get 210 US (local) queries. If someone's browser is set to Omaha and they enter "Dentists" they will get a localized result. Does this count on the adword tool's data as "Omaha Dentists" or just "Dentists" with nothing factoring its location.

This creates some interesting implications: If the query doesn't count for "Omaha" then just plain "Dentists" is overstated and the number of queries of just "Dentists" is wrong. Ranking well for just "Dentists" is going to bring a lot less traffic because more and more browsers are localized. Likewise, building an "Omaha Dentists" campaign based on the expectation of organic search results of 210 is understated. There are likely to be a lot more queries than that.

Does anybody have any insight into this?

    I target Louisville with all of my sites. I've found that generic named service sites that rank well can be leased for a monthly fee and it's not hard to sell geo specific leads to small company's either.

    So I'm definitely interested in your question and am going to watch this thread.
