I understand that the penguin update is currently going on. I currently built high quality links to site and google is in process of indexing links.

Did my site decrease from top 20 to below top 400 on google because of the algorithm change going on? However, my PR increased from PR1 to PR2 to PR3 recently. Would my keyword rankings climb back to top 20 after algorithm update is completed?

First of all a change in google algo is made one time. The algo is not changing every day for a period. It change one time and then you see the efect in the search.

Depending on how old is your website you may find this a normal dance.

If not then you always have the opportunity to ask for a manual review, there was many good website that get devastated by this update. My personal opinion is that is not an option.

Depending of the period when this happen it may be something temporally or not.

What you should do is to look what happen and try to find clue about why this happen.

If your site is young, it probably just google dance. That is normal, and it will be over in a few days/weeks. Just be patient, and do not stop building backlinks.

I would advise otherwise. Stop the backlinking. These services will do nothing but hurt your ranking. Go through your backlinks in Google Webmaster Tools and delete any backlink that is obviously built through these spammy services.
