It depends on what links you're submitting. I have a directory site and I've been trying to keep it pretty clean. I later learned that the page rank can be just taken away because the PR is based on what the site used to be before a directory script was slapped on it. Of course I didn't realize this when buying the site haha. Ah well you live and you learn. But in the mean time I've tried to keep the crap off it and my PR hasn't gone down with the past two google updates so that's cool.

Anyway one way to improve acceptance is to submit sites that meet these criteria (this is just my personal list for what I look for, but every directory is different):

    1. A clean design
    2. Useful and/or creative content
    3. Doesn't violate copyright or trademarks; doesn't promote illegal activity; and doesn't push shady, harmful, or crappy products
    4. Clear contact info

When sites meet all those criteria I usually accept them right away. When the main focus or product is shady, I'll usually quickly google it to see if it's something that I want to indirectly support. I don't know how many directories go to the trouble to do that though, but just keep in mind that there is value to being on a directory that isn't filled with spammy links. When it's really easy to get in, that can invite all kinds of links that you might not want around your link. I'd rather have a smaller number of decent links but I know people debate that issue quite a bit. Anyway just some thoughts. I'm not an expert, just have my own directory and know what I look for if it helps.

That is not true at all. PR is created by backlinks. Has nothing to do with the content of the site. If you bought a domain that lost PR, it was either because the previous owner faked the PR or it lost backlinks after you bought it. Had nothing to do with the previous content or the new content you put on it.
