Are Proxies going to make or break SEO?

Does anyone know if proxy use is going to make or break campaigns in the future? For instance, do you think Google would have the balls to make it so every single website that's done all it's backlinking on a small list of IP addresses and proxies will be dropped from Google?
I say "if Google has the balls" because I understand as well as you do... If they did this, almost the entire realm of Google would fall out, and it'd basically be chaos for a while before people figured it out and good sites started ranking again
Does anybody think this would happen?
Is there any talk about this happening across the internet?
By the way, my #1 saying these days? F*CK Google. Try Affiliates. Twitter, social networks etc. All that is eaasy to tap into, Google is becoming... sketchy.
Advice from a real SEO guru who has plenty of sites ranking... And no longer trusts them to feed my family
