Do I need to use Original Content in a link wheel?

This is one of those things that's so specific it's hard to google. Basically what I want to know is if the tier 2 content has to be original content. Does it?

      Now Copy contents are not well treated by search engine It consider copy contents as spamming which is not well treated by google penguin. Result will be de-indexing of website from google search engine results or dropping of keyword ranking.

    panda is for onseo, but this article is for linkwheel not for your site, so i am not sure if it is good to panda, penguin is for offseo, they only focus if your traffic from this content are realy reader, and does it help to reader. So if you get your copy content helpful to reader, i think there is no differce.

    There isn't a write or wrong answer. Depends on what you are doing and how much you care about the website you are working on.
