To promote new or old websites? post penguin dilema

Hello,
I have 8 different niches that I work on. in each of them i have websites that was manipulated by some black hat seo techniques back then before all the scary google updates. the mistake was done and it will be almost impossible to remove the bad backlinks. (not all of those websites got hit, bot some did and the rest are not amazingly ranked)
Now we are starting to adopt really high quality backlinks types and investing good money on them also.
The question is if it will be better to use those new high quality techniques on my old affected websites to get them back or to start building links to untouched websites that their link profile is clean? (both of new and old domains are old enough)

What will be more effective?

    Maybe it's better to use your new website an create good backlink to your site
    after penguin update we must create more variety backlink, i heard our main keyword (anchor backlink) should less then 40%.. Do you ever use pad submission method to get backlink? it works for me.. you can see the case study at my signature

    Focus on the new one because that eliminates the current backlink profile as a factor. It will be easier to track whether your new bought links are providing an ROI or not.

    I actually think it depends really..... I wouldnt ditch your domains just yet.... But I would buy a couple to start the aging process and carry on building links to the old domain.

    As long as they are good quality links I am sure you will recover :-)

      The "new" websites domains are pretty aged also so that doesn't concern me.
      It's just that when you have websites with 2000-4000 backlinks which most of them junk and the diversity is bad also, it feels like investing about $1-$2 for a link in those websites will go to waste. it hurts to ditch them also.
