No doubth a tactic of seo after 28/04/12 must be changed. No one article to 30 directories submission, only unique content only natural links. You do not need to hire anyone you can do everything yourself do not waste your morney.
It is difficult to find a good and fair sebmaster but it is very easy to be banned

    Yes, techniques are changing hugely... Less of off page optimization is advised. But Since, some business owners have to hire webmasters as not every businessman is versed with optimization practices.

    I completely disagree with you on this, content syndication is one of the best way to build back links.

    Before and after Penguin the best way to build links remain:

    Unique Content
    Quality Links
    Non Over Optimization.

    While I am now against using SEO tools that can perform the spinning and submission, hiring a freelancer is still considered good especially if you have various sites that needs managing. Because of the update, Google favors websites not only with quality content but with consistent and fresh content. Providing consistent quality content can be stressful for those who are not used to it and have numerous websites. Finding high quality backlinks can be challenging especially if we do not have partnership with high ranking websites.

    Everything still works as long as we remember to include quality in all our SEO tactics.

      yeah spinning content is not a right way actually most of time cont will spin through the tool but it will change as non sense sentences. it will effect to site. the better hire content by freelancers.
