SEO for an accountancy practice

We're a UK-based accountancy practice PR 3, Alexa 1.7mn, two+ years on Google. We only used white hat SEO stuff, except that we used unrelevant high profile forum backlinks which we bought online; only in hundreds though. We were ranking fairly well for many inner page keywords, besides being on top for the homepage keywords. The website is full of technical stuff and is a clean one. But Penguin made sure that our inner page keywords are invisible and for the home page keywords we are on top on only for blended results (google place).

For the last two weeks or so we have gone agressively on the social media - twitter, facebook, linkedin, a good blog, and forum postings on Alexa 4k highly relevant tax/accounting forums. We're yet to see any improvement in SERP. So the question is:

a) will multiple technical and relevant postings (real hard work) on relevant forums on a daily basis (on 3 sites at the moment) will yield results?? The postings are done on a daily basis, and are good for us in technical terms. If yes, how long will it take before tangible results are out?

b) How long will it be before the others (twitter, facebook, linkedin, blogs) show results. Our blogs are indexed within 24 hrs.
