Best way to get backlinks is to hire someone to build them for you. If you want to get backlinks without paying someone i suggest starting with social bookmarks like digg,delicious, reddit. Also you can add your website in your signature to get a backlink that way.

I agree with penguinslayer, If you want to backlink correctly I would look for someone to outsource the work who provides reports and says manually created links or social profiles what that means is that they are most likely not using automated software to spam your website on tons of websites.

Another great way to build solid backlinks is to create a free blog on blogspot or wordpress.com about your niche topic and write articles about whatever your services/products are and then link your actaul website in the post. Very time consuming but I bet you Google will love that backlink far more than spammy articles/comments/fake profiles.

SEO is not a backlinks contest, especially after the last updates. You should focus on quality, not quantity. In my opinion 5 good quality links from good related sites are worth a whole lot than 1,000 social bookmarks or comment spamming.
