Low profile BAD SEO allowed ?

I found a site of a web design firm from my city doing keyword stuffing and other techniques like white text on white background for their website.

To my surprise this site is ranking on the first page for many keywords.

Funny thing is this website has used the same style since 2010.

Forget panda and penguin the site should have been banned / penalized much before that because i havent seen such techniques getting away like this for over a decade now.

What is more funny is that this website's owner has asked the question on google's forum if this technique of keyword stuffing with same color background allowed ?

I am not posting the URL here because i dont want someone to fall in trouble but at the same time i want to know why google bans some websites but lets other go just like that ... ?

    Google bans and deindexes websites manually, not algorithmically. Therefore it has to come to someones attention at Google before manual action is taken.

    The reason you see websites like this rankings still is because they aren't a big enough target. If they were in the Payday loans industry, or something that's super big business you can bet that it'd be a matter of time before manual action was taken.

    Since this is a smaller shop, in a city, it comes down to algorithm. Unfortunately Google's algorithm isn't all that great, especially post-Penguin. Therefore we can't give them as much credit as we do, since sites like these are ranking all over the place.

    Have you actually checked the hex colours? sometimes you can make them slightly different colours. Other techniques include placing text above images backgrounds, bots have a hard time trying to configure image colour as it is quite hard to read. Other times you could use placholders to place images over text, this was a trick I've seen blackhats placing clicky images over adsense ads.

      Google is good but allot of the time I can find sites ranking that use different tactics I didn't think, work for the past 10 years. maybe report them, but i'm not really into that.

    in this world billions of website ..goggle just select the bunches of sites ...it is not necessary that all websites are come....& important things google always see high volume sites or promoted sites..
