Weird Google Ranking and Google Changing My Title Tags - A litte help?

Hello, I have been messing around with websites for a couple months now, but I am still the farthest thing from being an seo expert. I read and try to make my site as seo friendly as possible.
The problem I am having is the website did pretty well from the start. I worked my way up page one and eventually was ranking in the number one spot. I wasn't on top of my usual syndicating and back-linking the next month so it started to drop down and was staying around position number 4. One day out of nowhere the site disappeared. I had done no recent back-linking and I immediately thought I was affected from the new penguin update (which happened about a month before my ranking dropped). The website was nowhere for a couple weeks. I decided to try and figure out the problem. After hours of researching I had the idea that Google was getting me for duplicate content. My blog page, privacy-policy, and disclaimer are almost the same title tags as the homepage. I set the pages to no index and sent in Google url removal for all of them. The next day the pages were removed and my homepage was ranking on page 7. I thought I had finally fixed it. It slowly started moving up and got back on page 1 within 3 days. I had not even started back-linking on it yet. on the forth day it jumped to page 45. Sat on page 45 for a couple days and then disappeared again. A couple days after that I started getting some really weird results. The home page was nowhere to be seen, but 2 of my post pages were ranking on page 8 and 12 for my homepage keyword. The post pages had no similar title tags, but when they are ranking on page 8 and 12 Google changes half of the title tags and puts in my homepage keyword.
So since then I have redone all of the title tags for my post pages and made them more Google friendly.
Google has yet to crawl and update the title tags. So far its been 3 days. Any ideas what I am doing wrong? Any help would be greatly appreciated.
