Does the Penguin algo look at anchor text of internal links as a key factor?

I have a site which survived Penguin, yet it has the same type of backlinks built to it as my penguinized sites have, so im confused as to what the reason for that is.

I recently noticed that the site which survived Penguin, on the inner pages the link to the home page doesn't use the site primary keyword as the anchor text unlike my penguinized sites which often link to the homepage using the sites primary keyword.

Logically, it makes sense that you can use the primary keyword as anchor text when linking to the home page, but this is the only difference I can see from my penguinized sites.
