I've noticed people suggest removing nasty links in order to recover from a penguin slap. Not sure I buy this though. Sure, nasty links are no good for your site but how are we supposed to remove them when we don't have access to all of our links?? Or do we?

Block the IP of the domain from accessing your website, i have not personally tried this but i am sure this would be effective.

Also if you have all backlinks to Page1.html <-- spammy links. i would remake the page to Page2.html and then use Page1.html and do a 301 redirect to Google or something. so all those spammy link stuff just gets off your website

Yes but google doesn't give us a list of every single backlink. So you can do as much cleaning up as you like, there is still a chance of having nasty backlinks on your site that you just don't have access to.

Google Webmaster Tools, should give you the majority

Also look in your analytic for referring URL's, then you will see the crappy ones

No, you don't have access to your backlinks. But there are ways to remove backlinks. I wouldn't recommend doing this unless you received the unnatural link warning from Google. Penguin, while having to do with a bad backlink profile, isn't all about backlinks. You can get out of Penguin by getting yourself some high quality links and offsetting low quality links. On the other hand if you received an unnatural link warning, you'll need to clean up your links if you ever want to regain or keep your rankings.
