Uploading a Brand New Website Design in a Penguin Hit URL

One of my websites was greatly hit by the Google Penguin. Coming in rank #5 for a very competitive keyword, to being out of the top 100. We have made thousands of links via SEO for about 2 years, and the website has been up since 2004.

I have hired a webdeveloper to redesign the website from scratch. Question is, should I brand my website differently and put it on a fresh URL, or is it okay to upload on the same URL that was hit by the Penguin?

    One huge factor before even considering that would be the content on the site. Are you taking out your bad content and replacing it with high quality content? Consider that Google is looking for more than just a design overhaul, they care about user interaction and having thin keyword stuffed content won't do the trick, no matter what the design.

    After that I've got some good results by buying aged domains and 301 the old site over, with fresh content, thus transferring the old authority to an aged domain with fresh content and you should be golden!

    Good Content is king.
