Hello! I am new to SEO, and want to learn google webmaster.

I have blog only , i do not own site or have any site.

when i go to webmaster it asks for either put activation ode to ur site or upload it.
But i do not own any site . then how can i learn it.
Any technique with blog to activate it and if then how.

Also WHAT webmaster DO?
