Google dance just refers to movement for websites in the organic search engine rankings during updates, it often occurs when Google has an algo update, and the searches hit different servers that may or may not have updated with algo changes.

It's completely normal for sites to gain really high rankings after a few weeks of SEO and link building, then drop sharply for a few weeks, only to climb back up the ranks again. This phenomena is so common that those of us in the industry refer to it as the "Google dance".

Google likes new things, be it websites, content, ideas, etc... and because of this when you have a brand new site with lots of new links, Google will very quickly rank it highly out of "excitement". After a few weeks, Google will start to process your site a bit more thoroughly and normally your site will drop quite a bit in the rankings. A few weeks after this, as more and more of your SEO efforts are realized you should see your site start to rise in the rankings once again. This process can occur multiple times during the first few months of any link building campaign.

I find it's usually early on when beginning seo work on a new page/ keyword. So say when your new page indexes you are on the 3rd page and then it settles in to the 5th and a few weeks later or so your on the 9th.
