What you think your CPC should be is irrelevant.
Your CPC is determined by the people bidding
on your site, and what google is letting
the ads go for. The only way to determine
what an ad goes for on your site, is to get
a click. You now know what a click goes for.

You need targeted content, targeted traffic, and
clicks that lead to buys. Once that gets going,
      your CPC should go up.

You are getting exactly what your sites warrants
      at the present time.

If anyone told you you should get a certain CPC, they
      were lying and completely misinformed.

If you were disappointed in your results today, lower your standards tomorrow.

If you have only had the ads up for a few days, then don't worry as it will take a little while for Google to start displaying relevant ads.

Also, what is the ad competition like? Are you seeing plenty of advertisers when you type your keyword into Google? If you're not, then you need to move on to something else. But if all looks well, then it is your content that is this issue.

There could be a number of factors. Your CPC will change, depending on bids. If it is constantly that low, you should consider a different niche.

What kind of ads are you using? Text ads or picture ads?

That could also be a factor.

Did you use the Keyword tool to get the £0.44? If so then its very possible the real CPC is £0.01

You gotta remember: The CPC you see in the keyword tool is for appearing in Google search results, not websites. If you want a better idea (but not perfect) you can click "contextual targeting tool" and see what it comes with, its closer.

Regardless of what both these tools show you need to estimate only about half of it, so assuming the £0.44 is correct you'd still only probably see around £0.20. I realize thats a bit away from £0.01 but again, thats for search results, not websites.

I get occasional £0.01-£0.02 clicks on my sites. Average (real) CPC > £0.50. Nothing unusual here, your sample size is probably incredibly small so it looks scary, lol.

What I come to understand is that adsense really requires hard work by getting huge traffic and testing always to get it right. Isn't plug and play as it looks in the surface.
