$1000 to have links removed that caused unnatural penalty

I'm working for a client who has received an unnatural links penalty. The penalty appears to have been caused by their previous SEO agency who used a very low quality network of sites for link building. I've requested the previous SEO agency to remove the links but they want $1000 to do this.

I really want to clean up the bad links and apply for reconsideration but I don't want to have to pay $1000. What's the best thing to do in these circumstances? The client is quite well know in the UK and they don't want to lose their website.

The SEO agency that created the links is: www.robingupta.co/ this is an example of one of their websites created for link building: http://revoludesigns.com/health/ they have thousands and they all look exactly the same.

    If there in the Usa and you have some proof that they did what is causing harm id get a lawyer to send them a letter.be sneaky shoot them emails asking what they did etc because your trying to undo this .dont mention lawyer until you have the proof in hand.

    This is as bad as ripoff reports there a scam Client of mine has a listing there I had to bury from first page they want 2k just to look at it whether its a bogus listing or not

    You might want to make him an offer, rather then pay him the money you will spend it developing a website dedicated to warning his clients.
