Sundomains or subdirectories?? What do you thing is the best way to build the website?

Its a new websites Im building for a company who have offices in a few different states in USA.
I bought the domain...but....I'm confusing about how to build it.
I have 3 different options:
1. To buy 20 different domain for each state...like for Illinois (Chicago), California , etc...
2. to use only the domain I bought and create subdomain to each state (or city).
3. To use one domain and use the same website to promote the services to all of the states with the same website...just create a different pages to each state. The thing is that when someone will visit the website and see no specific city in the header section....it may be a problem, but I'm not sure about it.
There is any problem with crating subdomain and promote each one individually?
I have no idea if promoting subdomain is exactly the same like main domain...Does Google look at this like a completely different domains?
What do you think is the best option for me -
