Spanish sites information needed?

I have this client in life insurance field; he gave me 2 keywords, one ranking in no. 1-10 in all positions and second keyword ranking in 237 in google.es, yes in Spanish Google. Now the thing is he wants me to increase traffic for his keywords. What I am thinking here doing forums in Spanish sites, Spanish social bookmarking, link wheel and mainly local citation.
What I want from you guys help needed to bring traffic for particular keyword, and if anyone can give me Spanish social bookmarking, articles, link wheel and Spanish local citation listing sites( if they exist).

If you are stuck you can always use sites hosted in other countries with spanish anchor - it still works.
