Is This "Overoptimimization"?

On my static dreamweaver sites I may have a page with the title (at the top of the browser): "10 Reasons Big Macs are the Best"

As my h1 title tag it will also say: "10 Reasons Big Macs are the Best".

I will save the page as: "10-reasons-big-macs-are-the-best.html"

So is this a mistake? I don't have a big problem ranking, but it doesn't seem right. I do it trying to maximize the use of the longtail keywords.

Oh, and I used to use as my anchor text (near 100%) "10 Reasons Big Macs are the Best" THAT I no longer do.

What changes would you make?

      Thanks. I've been worrying if google would target something like that as overoptimization and might actually keep me from ranking because of it.
