My site topped for a year on google and noticeably after penguin update, its no where on google. Is it supposed to be penalized? How to check?

I would start by doing a full analysis of the backlink profile to see if anything obvious stands out as the problem.

There are over 200 backlinks with the same anchor text. Could it be the problem?

Yes, this is a major problem.

Your link profile should be kept as natural as possible, if using the same anchor text make sure you mix up the casing and include other surrounding words in the link.

Your best bet is to either remove the majority of these spammy links or simply develop more backlinks that are of higher quality and more natural.

You haven't provided enough detail for that to be answered with any degree of accuracy.

If you have something like 1000 or more backlinks in total and only 200 have the same anchor text, not such a big deal. If you have have something like under 500 in total, that would be a big deal. It's about percentages and ratios.

Someone with more experience than I have might come along and give you a better idea what those percentages should be. Or at least a range to work toward.

That depends on what the other backlinks are saying

If you only have 200 backlinks in total and they are all the same anchor text then yes welcome to the penguin era.

BUT if you have 10,000 backlinks and only 200 of them have the same anchor text, then it is unlikely to be your problem.

Need more detail than a sentence to help you

Don't worry ... Google has other criterias concerning quality now. Recently I searched after "Mobile Monopoly" just for interest. And Google and his Pengiun delivered immediately high quality results. Ok, not on the first page, but not far away. And pages with quite good reviews are ranked after these "high quality search results by Google".

It is not the first time, I find those quality results frequently after Google has born it's animals like Panda and Penguin.

    Congratulations, Big G !
(unfortunately I had to remove the original format and links, otherwise Warrior doesn't allow to post it... if you don't believe it, I can send you the original search results)

First, to see if you're in the index at all, run the following search in google:
    "site:www.yourdomainname.com"
    Hopefully, your site will appear.

Add good content and varied backlinks (some with anchor text, some without, some with different anchor text) and hopefully the site will bounce back.

    Sandbox??
I thought Sandboxes are meant for the new websites or for the websites who start linking building after being dormant for long time.
You should not consider your website in sandbox.

Sandbox refers to a penalty received by google regarding your SERP placement, can from any number of reasons.
