Failed Reconsideration Request - links or content?

Hi - hopefully I can get a second opinion here:

A client of ours received an manual notice saying:
"...we've detected that some of your site's pages may be using techniques that are outside Google's Webmaster Guidelines.
Specifically, look for possibly artificial or unnatural links pointing to your site that could be intended to manipulate PageRank. Examples of unnatural linking could include buying links to pass PageRank or participating in link schemes..."


Then we cleaned links and submitted a reconsideration request, which failed because:
..."We've reviewed your site and we believe that some or all of your pages still violate our Quality Guidelines....If you wish to be reconsidered, please correct or remove all pages that are outside our Quality Guidelines.

So the wording changed from links to pages. Does that mean Google is referring to on-page/content issues now instead of the original off-page links?:confused:

    I have had the second response from Google after 2 reconsideration request, I have re-written all the content and added a static home page with 1000 + word article images and video.

    The site has now started to recover in serps without submitting another reconsideration request. This started in June for me so no quick fix,but i'm back to page 4 for main keyword was page 1 before all this started.

    They're referring to pages on your site that have manipulative external links point to them.
