My Tiered Link Strategy - Opinions Please

I'm about to implement a tiered link strategy and after my month of reading and studying this stuff, this is what I've come up with.
Forgive my drawing skills, although I did take two years of Photoshop Design in high school...I still lack an artistic ability.
Anyway, to explain my picture. I have my Money Site in the middle. I then plan to create seven Tier I links...all by hand. Five of them will link to my Money Site homepage, and two will link to internal pages of my money site.
Each Tier I site will have one link to my Money Site, either the homepage, or an internal page, and one link to an authority site.
Also, I guess the general consensus is that link wheels create a huge foot print and do more harm than good. So I was wondering, what about a partial link wheel? Where one Tier I links to another one, and that's it. Does that work? Or don't mess with linking Tier I's together at all? I would appreciate your all's opinion on this!
Then of course the Tier II, link to Tier I and Tier III to Tier II. Planning on Fiverr-ing these, or maybe get a program like GSA. What are your thoughts?
