Yes this will be seen as duplicate content however depending on how you submitted the article; you may not be penalized for it. At any rate, to avoid any penalties, write a fresh article and post it on your web 2.0 site and link it to your main site.

Submitting unique articles is always better. If your budget is limited use it for few set of article directories and spin and use it.

Yes, but even on that "article page" make sure your on-page SEO matches as well. This includes images too...do not water down the page with so many keywords as a single page can only carry so many

You CAN submit it afterwards without a penalty. This is known as content syndication...not duplicate content.

However, the links and traffic you get from article directories probably aren't worth the time. You're better off spending that time writing another article!
