Hi, I think my client's competitor website is doing illegal SEO. The url is emmaflorist dot com. They have lots of keyword link to the home page at the bottom of the page. That is illegal right? What should I do?

If you believe that another site is abusing Google's quality guidelines, please report that site at https://www.google.com/webmasters/tools/spamreport.

I used to go to the page and report it. But nothing happened with the website for months. Guess Google is busy or he might thinks the website is too big to be banned

  Google rarely goes after websites one at a time. Instead they will write an algorithm to automatically find sites based on the ones reported.
  
  The site you report may stay indexed for months, but eventually it and all like it come tumbling down.

  yup, it is, well, not illegal as in naughty get sent to prison illegal, but definitely frowned upon by google... ppl have had their sites delisted for doing that.

you no need to do anything....Google will ban the site and the ranking wont be good....i think they call it black hat.. no need to worry as Google is pretty smart

  Does anyone really think its necessary snitch on other webmasters , If they are doing something wrong then google will find them out eventually, i would just see this as a challenge to beat them even when they are cheating :confused:
  
  School yard snitch, never a good thing ( especially when they are not sure them selves ...........Karma )
  
  Looking at that site though it would have been much better if they had actually used that space for some internal linking IMO
