Backlink Comment Luv Blogs

Hi,
Does anybody know how the backlink process works with a comment luv blog? It says at the bottom a lot of the time that you need 3 posts before you get a backlink. Does this mean 3 posts on the comment luv blog system globally or that particular blog site/domain?
On blogs I have been looking at, there are comments on there with do follow links which although the comment has clearly been manually written you can tell by the anchor text that it's main purpose has been for the back link.
Having to have 3 comments on the whole comment luv system is fine but having to make them per blog site means you would have to find one which has a lot of decent related PR blogs related to your site to make it worth while really.
