How are you measuring your keyword density? What is it exactly

Ok so I recently published a 1000 word article on a site of mine and ran IBP to tweak my on page seo factors. My keyword had appeared 8 times it was more a key phrase then a word. To me that meant a 0.8% density. But IBP stated otherwise in its report it claimed it was a 3% density. So I contact the developer and reached out for some clarity on this matter and got the following response
"IBP analyzes the number of characters/letters, not whole words. The keyword density number shows you how many of the characters on a page are used for your keywords."
So this raises the question is the proper way to workout your keyword/keyphrase density?
Is it wrong to see your keyword appear once in a 100 word article and assume you have a 1% keyword density?
