I know it's unethical to mention examples since they might get penalized.
But, want some proof then check these:

Is the update done or are they after EMDs with low quality backlinks?

    Google has only fasten the Algorithm update recently. And it doing more frequently now. If I am right more updates like these are scheduled to come.

    If we look at what has transpired even over the last 12 months we can see massive changes.
    The internet is evolving to state the obvious and Google is part of that evolution and revolution.

    I disconnected from primary google dependence some time back after I realized that nothing will stay the same with it.

    Just imagine what it will be like in 5 years!

    There's a fair bit of flux. This update needs more work though. I did a search for a dating related term, and 15 of the top 30 results were from the same site (X singles in Y city sort of URLs). The site isn't even appropriate to what I was searching for.

    I thought the previous update was meant to fix this.
