This is just an Exact Match Domain (EMD) penalty and only sites that had the same site name as their targeted keywords got affected. Even though it was supposed to hit low quality EMD sites it hit almost all EMD sites.

I take my words back. Indeed there was a Penguin refresh. It deepened the misery of EMD sites.
