Changing domain name...

Has anyone had much success in changing their domain name to start with a clean slate after being hit by penguin penalties? Also, I assume you shouldn't do a 301 redirect, correct?

      I have a site that got hit back in April from penguin. It unfortunately has not recovered. I never got any notification from google about link building issues, but it definitely seems like it is being penalized for the link building techniques I had done with it. To not even ranking in the top 100 for many keywords is kinda ridiculous.

      Just think if I repackage it, and push it out under a new domain name that it would do better and was curious what other peoples experience has been.
