Maps vs Places Importance

Does anyone here know how to explain the difference about Google Places and Google Maps.
why its important part of SEO if indeed it is to have maps. Also why do some people seem to say that someones Google places ranks well but not in paid do they just mean organic vs paid ads? AKA is Google Places(Plus)the same as or inter changeable in some peoples terms as Organic 4 pack or 7 pack terms?

Am I to understand some people would say research shows people actually use a Search Function in their settings to only look for Google places when performing a search instead of a standard Google.com search?
I asked because some scrappers will say rather or not the people have Google maps set up and Im curious does that mean for instance if the people in TOP position dont have Google Maps and or Places they can be easily pushed out of first?
