Is it good to aquire the backlinks from those sites who's alexa rank significantly increase I mean from 4 to 5 or 6 to 7 figures due to latest Google algorithm updates such like Penguin 3 Panda 20 or EMD and how the backlinks aquiring sites have search engine impact

yeah i think if the website is realted to your website then it will help ful to get back links from there.
Do not look over Alexa or PR !

If the site has not been penalized in writing than it is okay. Some people have had luck in doing 301 redirects from penalized sites to new sites and the penalty did not translate to the new site.

I have no problem with backlinks from sites that have been hit from panda or penguin,

Its likely a lot of the sites you have links from have suffered from one penalty or another in their time.
