What kind of backlinking you do? If you are posting articles to get a content to a quality relevant site then it's worth it. If you are just posting links to spam blogs that have lots of comments then it is not worth.

The value of a backlink comes from the specific page it is linked from. If the PageRank of that page was PR5 then it is passing that value along. There really is no such thing as a “website” with a PR value because pages are ranked individually. The language of a backlink does not matter as far as SEO is concerned.

You are correct that it is the PR of the page with the link that matters and not the PR of the HomePage. The language should not matter as we can use Google translate to see what you have written. As far as SEO and link juice is concerned the link value is not affected by the language. The link has value in two ways. Firstly, it may carry link juice which contributes to the PR of your webpage and website. Secondly, the anchor text contributes to the relevance of your webpage to the keywords you are targeting.

The only thing that matters is the PR of the page that you're getting the link from + the amount of OTHER links on that page.
