Automated KW research for several accounts

We are going to be doing PPC marketing(lead generation) for 100s of local businesses.

We would like to automate as much of the work as possible.

The clients are all in different locations and in different industries. Their budgets are going to be different.

If I am going to be doing more than a hundred clients, then how do I do automated keyword research (for PPC) and load it up all ready for the campaigns?

This should be automated (and therefore scalable).

Just adwords (kw tool) API or are 3rd party APIs also needed?

If I am using APIs, what would be the process/logic (for the algorithm) to use here?

    Totally automated keyword research is a contradiction to the term research. Machines are not capable of doing full research into any subject that humans care about and certainly not in marketing where reaching human beings is the target.

    You have all kinds of tools such as SEmrush, wordtracker that can help but the title of the OP asks for something that is not possible. An automated process may be able to throw up some keywords but that is not research.
