Is blog commenting safe practice after google penguin and panda update?

I have been hesitant to build blog comment backlinks after the penguin and panda updates. But when I do backlink research on my competition and even on competition of business's similar to mine in other states. The top 1 - 3 all have blog comment backlinks .... So is it safe to assume blog commenting is not bad for your ranking?

I would like to know others opinion of whether blog commenting is safe for improving your ranking and for page rank increase after panda and penguin.

      Big difference between mindlessly spamming thousands of blogs with junk comments and manually leaving legitimate comments on higher quality blogs.

    Some of the comments you see are pre penguin and probably were not removed. If you're looking for a good way to post comments you'll have to do it differently than in the past.
    You need to base authority by connecting the commenting persona to a good authority blog. Meaning the writer needs to be identified with quality content. You'll also have to choose the blogs you comment at. Choose only good ones. Comment smartly and you may even be able to offer later on a guest post - that is a very good link.

    I guess one should do blog commenting for branding purpose and not for backlinks.

    Blog comments on their backlinks? Did you look if it is also relevant? If not, then that's good for you! You can build better backlinks to outrank them like incontent links which favored by Google.

    I think so. But I would leave links that are relevant to the page/article instead of simply dropping your home page link, it seems more "natural" to google.

      Blog commenting on blogger does no harm as they are "No Follow" links, instead do a blog post on blogs with good PR and useful content. Links in blog post will help, but don't over do it.

    Yes, blog commenting is safe if it is done manually and will help your rankings if the pages you comment on have decent PageRank. It's more about quality than quantity. I'd much rather have one link from a PR4 page than thousands from PR0 pages.

    Blog comments are perfectly fine, but they don't seem to be nearly as effective as they use to be. imo

    I use blog comments as my 3rd tier backlinks aimed at my 2nd tier links.

    Blog Commenting is good technique to get back links but we should focus on high quality niche blogs for commenting. Also find high domain authority sites to get back links.

    Blog Commenting Rules:

    Comment on relevant sites/articles
    Put thought into your comments (Don't just say "Great post!")
    Use a real/branded names for anchor text (most site owners won't consider otherwise)
    Link back to a relevant page on your site
    DONT just rely on blog commenting to increase your rankings (not gonna happen)

    Spamming kind of comments will not work now. Also, blog comment can really increase your site's google ranking. At this point, I could not agree with @STLSEO. It does not mean, you will build only blog commenting backlinks. You should do this because it is the easier process through which you will be able to get high PR backlinks.

      That is a bizarre question. Yes, of course you can blog comment, however if you have automated software then you will clearly not rank. Or you may rank for a small amount of time then get banned. Think about it, quality links over quantity. Some blogs are worth the time to comment on, while others arent. If you waste your time commenting on some terrible pr0 blogs that are/look spammy this will hurt you not help you.

    No it's completely unsafe! If anyone dare leave a single comment nowadays, Google will instantly, and I mean INSTANTLY de-index your entire website, and every website on that server.
