How many links for high PR page

I have page a page having PR5 its good source for backlinking. But when i saw that like 3000 peoples post their link on that page, so posting link on that page is useful or spam?
I have read that Google declare this type of page as spam and did not give any rank on link on that type of page.
Also tell me how many link (backlinks) present on high pr page can be consider as good page for backlinking.

    Read up on "OBL". The more external links there are, the less valuable the links become. I tend to aim at sites with 10-or less outbound links when building SEO campaigns, which works great.

    It's not just the number of OBL you need to look at.

    If all the links are relevant, then higher OBL is alright. For example, if the OBL list consisted of citations to loads of pages directly relevant to the article or journal's topic, then that is not a bad link to have if it's relevant to your page.
