dropped domains

This is a question for you very experienced in buying old domain names for PR.
I am new at this. I subscribed to a service called Premiumdrops.com.
They have all domains that have gone through expiration, pending delete, and are in "dropped stage". Because they are at this stage, dns cannot resolve and I cannot load site in web browser RIGHT?
This is expected for a domain at this stage, at first i thought this was a scam because i couldnt load until i try to learn more about dropped domains

As long as I can see its backlinks via Spyglass it is safe to purchase right?
Because i cannot load site via browser, i cannot use SEOquake to check PR.
Is there a historic PR checker i can load for dropped domains?

  • The way to do it is to NOT buy dropped domains.

Although you can do that its much more difficult to get good finds.

You should buy from a 3rd party seller (a little more pricey) but they have quality high page rank backlinks already pointing to them and they were never dropped.

You then re-brand those sites into your niche and link to your money site.

What is a fair pricing plan for SEO clients monthly if they want say 10 keywords ranked?
Do you promise results or just a list of individual tasks done? Do you charge differently for high, medium, low competition keywords?
      thanks
