Is there a diff between regular hosting and seo hosting plans?

I was having a converstation in another thread that stopped a while back and got some great advice on hosting. And many people seemed to recommend against seo hosting packages, that allow you to have 5 or more domains hosted on different IPs, but these were shared with other domains.
I currently have a few domains on one iP with hostgator, but now realise I need to have them on different IPs as they point to the same money sites.
I am asking this question here, as i am in the middle of a hosting transaction and realised that bluehost offer $5 per month (over 3 yrs), but then I read:
"A Dedicated IP address ensures one IP address is tied to your account, and only your account. A unique IP address allows additional features, including the ability to open non-standard ports, add SSL Certificates and is believed to improve search engine rankings."
DOES this mean that most hosting plans are shared IP's and if so, what is the difference between them and a self declared seo hosting company?,
For instance I have found one that provides up to 15 IP's but they are all shared with other domains, and the price is often similar to a regular hosting plan like bluehost? Why would I go for Bluehost if they are technically doing the same thing (unless I pay extra again for a dedicated IP)????
