How do you create silos without categories?

One of the reasons Ive been shying away from the silo concept lately is that I didn't see how you could target more than 4-5 silos without making your navigation start to look very cluttery and complicated on a WP site.
Can't you just create a virtual silo so to speak.
Where you have a single page/post as your main keyword then by using a combination of contextual interlinking, related posts, and tags you could create a tier of posts that all feed each other juice on a related keyword.
I realize this isn't a "true silo", as it would leak juice to other silos (which no one has proven this is a bad thing).
