If (in some cases) keyword-backlinks are language-independent,
are backlinks on websites with different languages and different hosted countries less worth for google?

I mean for example, are backlinks (keywords language-independent) from articles in a foreign language and from websites of another hosted country less worth for linkbuilding?

    I would say that no, these types of links aren’t necessarily less important in the eyes of Google (or any other search engine) but they may be less important for the person who benefits from the backlink. For instance if you have a website completely written in English, hosted in the U.S. and targeted at English speakers, then a backlink of one of your target keywords in a different language wouldn’t help you much because search engines won’t serve links to your site for keyword queries that are not present there.

    Also, from a user standpoint, even the same word can mean different things in different countries. To target an audience effectively you should be trying to rank for keywords in the language you are targeting using those words.
