Everything is well written in the article on SEOMoz. However, I've managed to publish many articles without trying too hard - all you need to do is target some less popular blogs (links count anyway, many blogs have PR2+...). Just make sure you are genuine and that you provide good content.

BTW, I would avoid sites for guest post exchange. They are just too crowded ...
