website ranking issue

My website doing well in Google and recover rank after panda update...... almost under top 5 in USA IP.

Now My website sudden down rank and not even in top 100...... after cross check some one doing bad link building for my website.... i think my competitor

how i can tell google about this issue.... or how i stop negative seo about my website..

please seo expert help me....

      And also focus on building high pr back links, this will make it harder for anyone to mess with you because Google ranks authority sites well and almost impossible to be taken down by one freak.

    I agree with johnben1444. If you build some VERY high PR backlinks, Google will mark your website as "favourited" and it would be very hard for any competitor to outrank you or somehow to harm your website!
