You Can't Get Banned From Adwords!

First off the reason for this post is for me to vent some frustration that I'm feeling with google.
I sell a training course for an official exam. I advertise on google and over the last few months another company has sprung up that will take the test for you. They basically send someone to a testcentre to impersonate you. In the eyes of the law this is fraud and illegal.
They somehow managed to cloak their landing page from google, my google rep would see a different page to the one we saw. When we eventually worked a way to get round the cloak (I don't think google belived me until I used camtasia to record my screen and sent it to them) we actually managed to get them suspended.
Two days later they are back. The really annoying thing is that they have 6 add boxes on the same keyword, drowning out my add box.
I have now reported and got them suspended 10 times!! I have asked google to ban the domains but they say they can't. They say that each time they close the account they just open up a new one. IT TAKES GOOGLE LONGER TO CLOSE THEIR ACCOUNT THAN IT TAKES FOR THEM TO OPEN UP A NEW ONE AND GET IT ONLINE!!.
This is frustrating for me. I have seen people making posts about being careful not to get "blacklisted" by adwords. Don't worry about it. If these monkeys can get away with it so can you.
I traced the company in an effort to bring them to justice. Turns out the are based in China so fat chance there.
