First question: Is Back-link Energizer even worth it in 2013 and if so and how much will it help?

Second Question: How do I track the back-links to my website so I can download a list and dump it in Back-link energizer?

Back link is essential all time, the way you link your site matters. Having relevant, thematic and contextual links adds more value to your site. Natural links are always valued by search engines. Without back links your site will lose the crawl frequency.
