I don't think you can transfer a .blogspot blog to another site without losing SEO. Of course, the url of the site is going to change, so you cannot expect NOT to lose your SEO.

I can do this. Actually you can transfer your blogspot to WordPress without losing SEO. I've done this before. It can be done with 301 redirect. I can do it for $20. Here's my oDesk profile,

PM me if interested. I can handle everything regarding this.

Do you use your custom domain for it? Then your blog can be moved to WordPress without damaging its SEO. If you are using .blogspot domain, then first setup your custom domain on Blogger, give it some time (around two or three days) so all indexed content will transitioned to your custom domain and then move it to WordPress. It will retain about 90-99% of your SEO. I can help you in this as I have good experience in it. One more thing about which I would like to be honest, if you are going to purchase a cheap shared hosting for your blog then don't transfer it from Blogger to WordPress. Shared hosts mostly create issues with high traffics. So consider these all things before you shift your blog.

Do you even know what 301 redirect is? It's called permanent redirect. It's the only way to notify users and crawlers about you're changing your domain permanently. It passes 100% SEO to new domain. You'll loose absolutely nothing with 301 redirect.

In case you don't know when you add a custom domain to blogspot blog, blogger automatically set 301 redirect from your old URLs. So why on earth anyone want to do that when you can directly move to WordPress?

Hi! Every site migration is a risk for SEO, but there's redirection plugin for WP that can help - it would set up 301 redirects from your previous pages to new ones, and this lets keep the most of your SEO and also visitors are moved too.

As to content migration, you can use WordPress import tool or CMS2CMS.

Don't transfer the blogspot to Wordpress, use the old blogspot for links pointing to a new Wordpress site that has new content.

Rank both the blogspot + Wordpress site/pages for the same/similar keywords.

That old blogspot will make the SEO for your new Wordpress site a lot easier.

Assumes the old blogspot is already ranking it's own pages, which will create a good start for the new Wordpress site/pages to be ranked in Google SERPs.

Piggyback off that already ranked site/pages.
