I don't know which is the best but I know google owns blogger so they will cherish it more than the other web 2.0 sites

Wordpress.com is also great and tumblr also.

Blogger will be amongst the favorite because of the Google connection but there are quite a few out there which still hold high returns - squidoo, hubpages, posterus etc etc.
