What is the key to finding HIGH PR revelvant links

To people who own a website and can rank keywords without outsourcing their SEO;

How do you firstly find the HIGH PR website?
How do you create a link? Is it a blog comment, a web 2.0 blog, article?

When you create links these links are on a no PR page due to being a new page, how does this even create a worthwhile backlink?

My idea is to find these High PR backlinks, and create 1-5 manually per day with unique content. Hopefully this is a better option than outsourcing SEO as many use crap links.

    Every page has to start somewhere. I've created plenty of links on PR N/A pages that eventually went to PR1, PR2, PR3, etc.

    This is one of many ways to build quality links.

    1) Have a site worth linking, nobody will link to a lose 50 pounds in 3 days squeeze page.

    2) For finding same niche sites that will potentially allow links, try this:

    As an example, my keyword will be camping.
    Those examples above are pre-qualified same niche link sources, those webmasters are open to placing links on their websites. The links you want placed don't necessarily have to be on the Links web page, you could offer to create some free content in exchange for a link.

    The key is, you have to have something to offer (quality site) before you go asking anyone to do you a favor (links). Nobody worthwhile will link to junk sites/pages.

    I own a blog and my articles usually start ranking within a day. What I actually do is to focus on extremly low competation keywords. Then finally use my personal commenluv dofollow blog lits to generate the links. I also write one to two squidoo lens and hubs per week and add links to internal pages. But the problem is, google takes weeks to find them naturally, so no instant results.

    To get high PR backlinks, blog commenting is the best way. Also, when you will create some good quality web 2.0 properties, they will also get PR in future.

        One if them yes. Just make sure its done on relevant pages with low obl, and do NOT overdo it.
