MY second question.
Is it right if decide to create over 40 web 2.0's to power the backlink of my site on 2 page to move it up first page. would it work?

While WEB 2.0 properties certainly help and will probably move your page up a bit, in my experience you will need a bit more than that - after Panda and Penguin the key thing is diversity. You will want to have a diverse link footprint and anchor diversity as well.

Here's what I would do in your place:
1. Create the web 2.0 properties you've mentioned.
2. .edu blog commenting
3. wiki blast
4. throw some high PR links in there as well

You should try to mix quantity and quality - get plenty of links from PR1+ relevant websites, mix them with just a few high PR links. Use your keyword when linking from the high PR niche relevant pages, use LSI keywords, the naked URL etc. from 90% of the lower quality links.

Many thanks. But how do I get .edu blog and also high pagerank blog. Do I go for AA blogs because that's the blog that you will be assured of instantly getting your link out live. Or is there a strategy to manual comment and be assured of its approval on high pagerank blog which are not AA.

Doesn't matter. Your brand new lens will be PR n/a.

Ditto with everything else listed. Not sure why so many people
have a hard time swallowing this.

Your question cannot be answered. There is no laundry list
to magically move you to page one, no matter how many of
these lists get touted. We do not know anything about the sites
on the first 3 pages, nor the people running them, nor do we
know anything about you and your history.

You plod along, doing good things, (read:good, not magical),
everyday striving to be a little better.

But I gotta tell you. To concentrate on things to "move up"
rather than get targeted traffic, is a tad off. And the things you
do, good things, to get targeted traffic, are probably better
serving anyway to "move up."

That list of web 2.0's is completely useless. You can count on
less than 2 hands the ones that matter. And again, the PR
of the main page of the site has no bearing on the PR of anything
you create.

Be smart, keep everything looking natural and DON'T just make 40 instant backlinks. If I were you I would write some articles to guest post on sites with a PR3 or above with an Alexa rank of under 200,000, that way you will be getting an authority link with lots of link juice and also a high chance of driving traffic to your page. Also make sure to add social "likes" and "share" buttons because social is becoming more of a ranking factors now.

P.S depending on your niche make a YouTube video and link it back to your page.
