I want to switch to a new domain on one of my sites for various reasons. The current site is indexed in Google but has a link penalty. The content is good though so I would like to use it on my new domain. If I remove the old site from Google in webmaster tools and take the old domain down, will I be able to use the content on my new site without running into any content related penalties? I know Google has a memory but does fully removing my old site from the index wipe that memory out? I do not want to redirect my old domain to my new one either.
